Joškin Šiljan je rođen u Pirotu, Srbija, a trenutno živi i radi u Grdelici. Nakon završene srednje škole u Leskovcu, diplomirao je građevinarstvo na Univerzitetu u Nišu. Slikarstvom se bavi od 1987. godine, a izlaže od 1994. godine. Član je Udruženja likovnih stvaralaca Srbije (ULUS).
Smatra se jednim od najreprezentativnijih umetnika srpske autsajderske umetnosti, Joškin je razvio veoma lični stil, gde se sloboda i spontanost izražavaju kako u izboru tema tako i u izboru materijala. Za razliku od narativne ili mimetičke reprezentacije naivnih umetnika, on svojim direktnim jezikom stvara stilizaciju formi, egzaltaciju hijeroglifske figure i intuitivno vizualno uređenje. Joškin redovno izlaže u Srbiji i inostranstvu, a njegov rad je posebno zapažen od strane kritike na Trijenalu u Bratislavi 2010. godine. 2009. godine dobio je Grand Prix na Bijenalu naivne i marginalne umetnosti u Jagodini.
Član udruženja Art Brut Srbija od 2014. godine.

Joškin Šiljan was born in Pirot, Serbia and currently lives and works in Grdelica. After completing high school in Leskovac, he graduated from the University of Niš in civil engineering. He has been painting since 1987 and has exhibited since 1994. He is a member of the Association of Fine Arts Creators of Serbia.
Considered one of the most representative artists of Serbian outsider art, Joskin has developed a very personal style, where freedom and spontaneity are expressed both in the choice of themes and in the choice of materials. In contrast to the narrative or mimetic representation of naive artists, he makes stylization of forms, exaltation of the hieroglyphic figure and intuitive visual arrangement his direct language. Joskin exhibits regularly in Serbia and abroad, his work was particularly noted by the critics at the 2010 Triennale of Bratislava. In 2009, he was awarded the Grand Prix at the Biennale of Naive and Marginal Art in Jagodina.
Member of the association Art Brut Serbia since 2014.
